For any other town in the UK just visit outer London. Just as fast, but more hostile and terrifying.
My opinion is that the change needed to get from this to everyone in the road together, all respectfully pootling along at the desired speed of the slowest person, ain't worth it. On roads where speed is a problem, separate, like we do for pedestrians already. Side roads can stay as they are, or better yet, filter the cars out like in de Beauvoir etc.
That might be seen as misrepresenting shared space, but that's what it would have to be to allow anyone to get out riding.
