Bars are Ritchey Neoclassics, short reach but with curved drops.

^those neoclassics look like quite the winner for me..
i always loved "hanging" on the ends with giro d'italias, but loved the reduced reach of cseveral compqct but missed the elongated ends of the traditional bends.
was then eyeing up highway ones since they do stretch more "backward", but this does look like it does a better job. thanks! -

I did want a stainless rack, but I bought the above ultralight, a black one for a different bike, and have enough change for 6 pints* compared with a tubus fly.
It would also seem a shame not to use the pannier mounts that the frame has and faff on with mounting at the brake bridge. I may trim the mounting arms at some point to neaten it up.
*you may deduce from this I am not from London.

I did trim the mounts when I used mine and it looked a bit neater. I just find the Tortec a bit too high for such a tight geometry.
I used the Rack mounts on my GT, but that's because the mounts are not embedded in the tubing so I see where you're coming from.Here's how I Managed:

Installed campag cobalt front brake, cut the steerer and fitted new cockpit (highway ones and tektro ergo levers), will call it a day after getting the forks chromed and decals.

also, +1. I never used them but most on the polo crowd use them, and they need great cornering grip in the wet.
