get a small screwdriver or that tool with two pins i forgot the name of (plier?) in the rotating part around the bolt. that part is actually an aluminium washer which sits in the crank threads and which the bolt pushes against to be able to selfextract.
so, first get the arms off, then unscrew the bolts totally, grease splines, put on bb, wiggle, push firm, install washer with pliers which takes the bolt with it till it sits flush with crankarm, then tighten bolt.
