It's sprayed matt black, done well but there's a couple of chips on the edge on the braking surface (it has a braking surface). I think it's blue underneath. Threads are in good condition. No tire/tube but I can include a 16t cog and a lockring if you want. I'll desticker and clean it before handing it over.
