Did you just give them the wheel, or was it fitted to the bike?
If it wasn't fitted, then they wouldn't have known where the rim needed to be centred, so would have just trued it.
If it was fitted to the bike, then "yes" a competent mechanic should have spotted that the wheel needed to be re-dished.
