I live in Bucharest and have been riding bikes for a while now, so yeah, I'd recommend you bring yours if it's not too much hassle.
No real infrastructure here, but it's not too hostile for cyclists either. You could even say there's a bike 'culture' beginning to appear. Also, taxis tend to rip foreigners off and public transport sucks. So it's the best way I can think of to see the city.
Temperatures at the end of the summer tend to be above the melting point of a typical brit, so I'd recommend visiting places which offer shade and hydration, and there's plenty of those about.
The Palace of the Parliament is pretty impressive as well.

Great city...
Will be there for a couple of weeks at the end of the summer. any places to definitely visit? Bother taking bikes or not?
