That looks really f***ing dodgy to me. Given the area it's in too, I'd say that was deliberate move.
I would quickly try to seek some local police/community warden advice, but failing that, you could cut through that cable fairly easily with bolt cutters. What kind of lock is your friend's? Don't be surprised if the bike's already gone.

Metal rod? Leaver open the looped end part of the cable - where the red bit is in the middle right of the photo.

Would a normal saw work?

Wood saw might be difficult.
Could be accidental- don't think that a thief would use a Raleigh Capri to lock to a target bike. Could be wrong though.
If you can get a length of metal or a spanner you can use it to twist the cable and the lock should pop.

Cut through their lock, unlock yours, take theirs home and leave a note telling them where to get hold of their bike if they value it that much.

Don't leave a note revealing your home address or any personal info though - use a disposable email address
Any hardware store will sell a junior hacksaw or pair of tin snips that should make short work of that cable. But I presume this should be resolved already?

Cable can be cut with pliers.

Sorry, I didn't see this earlier. You could phone the local Safer Neighbourhood Team. They have a base not far away, in Haggerston Road.

A mate of mine is stuck on Broadway Market with someone else's bike locked to theirs (cable lock, not d-lock).
Can anyone help her get free her bike?
She's off on holiday tomorrow so it's pretty urgent.
(Other person is clearly pretty stupid or up to no good, as their d-lock is around the wheel of their bike, not the frame.)
