Interesting - I have an old Tortec rack that a previous flatmate abandoned that doesn't seem to fit on my pomp. Looks slightly different in design to the expedition - the metal strips that (presumably) screw onto the seatstay are twisted round (deliberately). Like this one:

What panniers did you use with your Expedition? I've read as well that you have to be careful with what you pick as the chainstays are short.
