I would suggest that frame is designed for 700c wheels, Dave Russell (or any of the people who built frames sold by him from his shop, he didn't make all the frames he sold with his name on!) would not have built a frame for the older 27" wheel size. However he did build some bikes with very close clearances, so it is possible that those tyres are simply too large in section even if the wheel diameter is OK.
