is the stem tightened? I mean is the expanding bolt screwed all the way in?
sorry about this question if it sounds stupid to you, but its good to start from the beginning:)I would suggest obtaining a big spike, bigger than 22.2 in diameter [round in shape, obviously] - like a wine bottle cap or sth and gently tapping it in with a hammer.
pics would help, of both stem and the steerer. -

do you own a fine file, like this?
You might be ablt to gently work a the lip you made whilst fitting the headset.*Lesson learned - only fit headsets with a headset press!!
Good luck!

For anyone who is interested I sorted the problem in the end by sticking something round and a bit smaller than the tube down it and bashing it side to side with a hammer to widen the gap. Thanks for the help everyone :D

My stem has been giving me all sorts of issues. Probably not helped by the fact that I'm mechanically dyslexic.
After finally getting it out of the headset (it was tight as a nuns chuff) i'll be buggered if i can get it in and tightened up again....
When I put it back in the headset and try to tighten it up, i get no resistance. In other words the lickle bit at the bottom spins round as i try to tighten. I tried giving it a little tap up into the stem before I push that back in the headset but i just either keeps spinning or forces the quill stem too wide to go back in the headset.
Any ideas?

Yes.
I reckon you're trying to put a normal sized 22.2 mm stem into that Peugeot's 22.0 mm fork. You could abrade it down if you can't find a stem the right size... but it's labour intensive and rather hit and miss.

...because it's too compressed for the expander bolt to fit and grip.

the apparent fix was:
1) the thread on the bolt was a bit chewed up (maybe caused by me trying to tap it down when the expander bolt was stuck in in the first place). with it removed i slowly worked the thread through the expander nut while holding that in place with some mole grips.
2) lubed the thread on the bolt and threaded up/down the nut to help reduce friction
3) cleaned the outside of the expander nut to ensure there was no grease on it to maximise chances of it biting the inside of the stem
4) tapped the expander a little inside the stem before assembling to ensure it got some purchase to start with.
seems to have worked once. will need to try to remove/reassemble a couple of times to avoid a foreign ride fail!
So finally got my fixed conversion done just had to get the stem in....
IT DOESNT FIT in the steerer any more Arrrrrrhhhh.
But it is the same fork and stem that came with the bike and it fitted fine before. The conclusion i have come to is that somehow whilst wrestling with the headset i have somehow tapered the end of the steer tube in slightly and it looks like this is what has happened.
The only decent LBS that wouldn't turn their nose up at my old pug is closed until the 3rd of jan
So how do i sort it???
Thanks (for bothering to read this)
Jon :D
