That's from 2013, Dimi. The PDF linked to from road.cc doesn't come up any more. Another old article, from 2010, is here. Here's some more discussion from last year. I can't find anything current specifically on cycling. This appears to be the current bumph:
Transport and Roads:
Improve road maintenance as a priority. Mending potholes should take priority over council vanity schemes. Upgrade public transport, especially maintaining and reinstating rural bus routes that many communities depend on and which feed town-centre businesses and markets. Increase provision of free parking to regenerate town centres and boost business. Oppose any introduction of tolling on our roads and motorways.
Someone may well uncover a longer document, but this is as extensive as it currently gets, I think.

Ever since the (somewhat epic) pedalo day I've wanted to build myself a lake going bicycle, I think it would be fun.
Apparently you can start hydroplaning at ~20 knots, which I think would be attainable with strong legs and decent gearing.

Thanks Oliver, could not be news then, but still doesn't make it any less WTF if it's a few years old. Makes me angry, that there is something like UKIP is still up and running. It has to be shut down.
