    If it slides on, what's to stop the thief just sliding it up and attacking the metal underneath?

    Well ... it's a D-lock. It's made of two parts. Two parts of your lock cover could slide on to each part, and when the D-lock is locked, neither can be slid off.

    It would leave as the only vulnerability the point where the two parts come together, because there would be a gap between the two halves of the cover. That might not always be the most convenient point for attacking a D-lock.

    Thieves would probably go for skeleton keys, anyway.
