One could argue since the forum title has a Fixed Gear in it, and FG is associated with track cycling and in this sport, most of the disciplines you are disqualified for not keeping your hands in the drops, the rule most be saddle to bottom of bars.
But in practicallity the nature of the fixie skidder archetype of the forum is riding on top of the drops, the reasoning studders.

Aerobars of course should be measured to the armpads, as the base bars are a secondary position only

In that case the top of the aero extensions at the points where the hands grasp them might be a better standard. From the side it sometimes is hard to say how high the arms actually rest.
