Usergroups are the underlying permissions system. Not the LHBPA forums, which are just forums.

Usergroups have the definition of who can do what, in which forum. Membership of a usergroup is what grants some people moderator powers, etc.

Ah, OK. I was confused by the way in which the LHBPA is called a 'Public Usergroup' on profiles.
