Thats the problem with the emirates. There is so much legroom and the seats are so comfy it makes you sit and be quiet.

Nope, incorrect.
That is so far down on the list of issues with why the stadium is quiet.
The Allianz arena, Amsterdam Arena and Signul Iduna all have similar seating to Emirates and there atmospheres are immense.
