Not good, but to be fair one might argue that it is perfectly reasonable of a tattooist in Wolverhampton to speak English but no other language, and it is also reasonable of a tattoist to wish to have a sensible conversation with someone to understand exactly how that person wishes to be permanently branded.
In my business I would never turn someone away for not speaking English, nor advertise "English speakers only". That said I am only willing to take on clients who fully understand what I can and cannot do for them so that I can minimise the possibility of them being dissappointed by the end result.
EDIT TLDR.... Sign - stupid. Possible racist overtones - stupid /nasty. Making sure your clients understand you and you understand your clients before undertaking irreversible work for them - very sensible.
