Apologies for the incorrect spelling!
I also agree that licensing all cyclists would be unworkable, etc. However, the issue with poor cycling / cyclists remains.
On a slightly different but related note: why not make learner drivers do cycle training before they can take their driving test? Given that many (most?) people drive, this could be one way of promoting cycle training, and would also give drivers a much better understanding of cyclists' issues. Just an idea.
