If you have access to a lathe you could parallel turn the bolt a few mm's but drilling the frame/forks to a larger size would be a lot easier.

Or, you can do as I did and file the hole out by hand.

Thanks for suggestions, don't think I trust myself to do a good job with it so probably have to head down to the bike shop and have it done properly.
I bought some long drop tektro brakes. Unfortunately the recessed bolt (if that's the right word, I mean the part indicated in the photo below) is too wide for the brake drilling on my frame. Any solutions aside from getting the fork & rear stay redrilled to a larger size?
