Texting While Driving - On the phone drivers!

IMO the council would have no right to check his phone and could be entering into dodgy employment law territory. Better to persevere with complaints process and/or get a video of him next time.

** Don't let it become an obsession though**, out hiding in the bushes a street away ready to pounce with your mobile cam and get the shot.
