Snotters right, one tooth on the chainring will be completely unnoticeable... Going down to 20 on the back will actually have an effect and won't require a new chain (although you can get new chains online for less than a fiver and it's worth changing them regularly as new chains won't wear chainrings and cogs as fast as worn one's, so a few £5 chains will double the life of parts that will be twice as much... At least))...
I'd even consider trying 32x19... Depending on tyre and crank length... I'm on 28x18 which is roughly analogous.
