I tried on the city rain jacket in the Raphe over the weekend, it's an odd garment.
Fit-wise it's really pretty aggressive, similar to the PTJ- so really not what I'd be after as a jacket I'd potentially wear over a shirt.
I could just get a large, I guess, to allow for some extra room, but it just struck me that the rain jacket felt much more like a garment from the "proper cycling" side of the fence.
