I was taking the piss. The FIA are always imposing regulations that reduce car speeds in the name of safety.
If it wasn't for these restictions we'd have cars with 6 wheels, full ground effect, moveable aerodynamic surfaces, active ride, ABS etc. etc. This would all result in cars so fast that no driver would physically be able to drive them because they wouldn't be able to withstand the G-forces involved.
