This stem fits on 1" steerer. You just need an extender like this one:

remrak, what you posted is an extender.
If your fork is threaded then you need something like this: http://www.ebay.co.uk/itm/Deda-Elementi-Spada-Quill-Cycle-Bike-Stem-Adapter-/360853370972?pt=UK_sportsleisure_cycling_bikeparts_SR&hash=item540489785c
