You do make a good point. Things like 7 poster rigs, simulations/simulators etc. are all already very much part of any teams current resources so the investment has pretty much been made already and would still be used even if a standardised active system came in to fruition. Dampers would still be lifed so you would still have the cost of producing new ones, standard or otherwise. You have highlighted probably the exact thinking of the FIA on the subject in trying to make such a system implement cost savings but in practical reality I can't see it would be much help in that respect. And even if it did, the big teams would simply spend the money saved on other areas of development.
