I don't think those Action forks are 35cm A-C, looks like the 350mm is to the underside of the crown, measured along the radius not parallel to the steerer axis (which is the measurement direction for true A-C). I'm guessing they are a conventional 365mm A-C, based on the brake boss being 10mm so the total crown being ~18mm from underside to crown race mounting face.
