I agree, it doesn't really feel complete, but what I do is carry on round the edge of the park, over the pedestrian crossing with Cadogan Terrace, then cross wick road when there's a gap in the traffic. Not perfect, but it feels a lot safer than being cut up by A12 drivers entering the northern slip road, I've had several near misses there.
It really only applies if you are heading to the Velo park from Hackney after dark when Victoria park is shut.
