Yep, we do pass there on this route. Can't remember the details of it and the Wiki link is a bit short on info, but I believe the tower was built so a watch could be kept for Frenchies attempting to sneak up the Thames but they didn't find out until after it was built that you couldn't quite see the river from there..
I think you took that photo on the Killing Me Soft Lea route, the part off-road/towpath route that goes out from Chingford. It shares a couple of stretches with this ride and this is where the 2 routes join, we'll have come up Robins Nest Hill whereas the Lea ride comes through Bucks Alley. Interestinglea (I use the word loosely) we do cross the river Lea twice on this route, although there is no associated river Lee navigation up that far.

From the Little Berkhamsted website(!)
The most notable landmark is almost certainly Stratton’s Folly, a Georgian prospect tower built in 1789 by John Stratton close to the site of a former brewhouse. Although the reason for building the tower is not known, stories that Stratton was an admiral who wanted to be able to see his ships moored on the Thames are certainly nothing more than fiction. Most likely Stratton simply wanted to enjoy the views offered by this folly.
It's listed (full details at English Heritage)
Traditionally built to view ships on Thames but more probably for astronomical observation.
