Yeah, Tom does the paint himself (that's me talking to him in that pic). Scilly: the top tube is just plain gloss grey.
That bike is a prototype for his "signature steel" line, which is going to be made by a specialist TIG welder in Tom's workshop, in stock sizes, to Tom's design, so being more "affordable" than full custom. Tom reckons he'll almost certainly still be painting them himself (though probably not with such a fancy paint job).
