use the fork eyelets for the rack then p clips/washer things for the mudguards, the forces on the rack will be greater so need a more secure fitting.
and buy a gamoh, much cheaper and basically the same rack
Fitzrovia Cycles can source Gamoh racks, and they also sell these nifty washer type things as in the image below, which I think are neater than P-Clips and don't fuck up your paintjob like p-clips do. So I'd use a set of them to mount the mudguard, and mount the rack to the fork eyelets
