I would always choose windproofing over insulation. I run much of the year in a thin wind jacket with a appropriate base. This policy counts even more for riding IMHO. The PTJ can be worn with nothing under if its milder. Its more than soft enough.
If you rely purely on insulation you will feel windchill on decents, and overheat on climbs.
