No.
Always has half the teeth engaged.
There is a very small difference in chain length because of the different angles, but it's no more than you get from the lack of roundness with many 'circular' chainrings, particularly in that case where the chainstays are long and the size difference between chainring and sprocket is small.

Inside is actually stronger. People put em on the outside for aesthetics.

The difference is probably realistically negligible, but putting the elbows out does increase the bracing angle minutely.

I think it's an extremely beautiful bike. Bishop's detailing is stunning.
I'd prefer Campag skewers. No doubt he'll take some shots himself once it's ridable.

It's not a matter of preference or aesthetics, it's a matter of those projecting skewer ends snagging people's tights as they walk past. Obviously proper skewers would be functionally better, but if you're going to use a comedy lightweight skewer set designed for MTB weight weenies, at least chop them down to suit the thinner dropouts and shorter rear axle of your steel road bike.
So we're past the chainring thing, yeah?
I like it a lot. Would reduce the total number of ENVE logos to 1 though, placed on NDS of fork.
