The easiest way is to have a meeting (an AGM) and invite everyone on here or who wants to join the club.
You will need to give notice, at least a week, but a month would be better.
The sole purpose of the first meeting is to elect the committee, who can either volunteer or be nominated. A minimum would be a treasurer and a secretary and two others (I think) you don't need but should have a chair. Other positions would be membership secretary, welfare secretary, publicity, clothing.
You need to elect them and if there are two people wanting the same post count the voters for each. If there is no contest just nod them through by asking if everyone is happy that so and so should do the job.
Once elected close the meeting, go for a beer / ride. Job done. 30 minutes maximum.
You might need a volunteer to chair the meeting, who might not need to be the eventual chair of the club. Just someone to handle proceedings. -

Can LFGSS have a valid AGM without any physical attendance?
As we do not yet have any members, only a register of interest, is any attendance actually required to achieve a quorum?
For the first AGM, Velocio could grant 3 months' honorary membership to a seed group of proactive individuals who will vote to elect each honorary member onto the committee. This need committee need only have enough permanence to satisfy the dependencies then we can have a EGM later this year to elect the permanent committee once real membership kicks off.

What do the existing Articles say, both about the mechanics of calling a general meeting, about who the members are, and about how the Board is elected? The articles (or the model articles prescribed under the Comapnies Act 2006, if no bespoke articles have been filed) will tell you what needs to be done.

What urgency exists is a desire to get the club jerseys in production... and the more things slip, the closer we get to the factories being busy (they are already), and us not getting them in time for the 'drome.

Where we are at of 2014-03-12.
So currently... bureaucracy is fucking with me.
We have a dependency chain:
To order jerseys we need money and sizes.
To sell jerseys and get sizes we need to be a CASC so that we don't pay 3% to Shopify and 3% to PayPal... which would be a large amount on a run of 300 jerseys.
To be a CASC we need HMRC approval.
HMRC need to know a bank account for the CASC form, it's a required field.
To get a bank account I have to change the structure to a CIC.
To change the structure to a CIC I need an elected committee to go on the Companies House records.
So... holy fuck, this stuff is doing me in... we need to elect a committee who will be the board/committee for the club.
Has anyone done this stuff before and would like to volunteer? I've spent several months and am making virtually no progress even though I am chasing things constantly.
But now... we need to elect a board.
