Yeah the toptube lenght doesn't really make sense. I'm 6.4 and my fixeh got a 58cm toptube with a 12cm stem. My mtb has got a 60cm tt. Especially with risers I would go for a longer tt. Maybe you should try some mtb/hybrid bikes because that's kind of the same geometry.
