Rob is absolutely right.
I think whoever is reffing this over in Europe is doing it wrong.
It's fine to block people.
Incidental contact is fine.
If people block you, you can check them.
All the rule is trying to stop is trying to stop is plays where the purpose is to take someone out who isn't involved in play.
Also, the rule applies to both offense and defence equally.
