Sorry, he's on my ignore list. What you describe sounds quite sensible. Though, a pedestrian could still get hurt being hit at 10mph by a cyclist.
I know the courts don't necessarily agree but there's a common sense toss up between safety on the roads and actually using the roads. Pootling along at walking pace is safest but ridiculous, and obviously pedestrian casualities are 1. more numerous and 2. more severe in vehicle collisions. The best target to reduce the small number of bike related ones would probably be educating people that just because traffic's stopped doesn't mean smaller vehicles - bikes, motorbikes - can't still be coming so stop. look. listen. still applies.
