Don't think you're obliged to, although open to being proved wrong, think the relevant part of HC is for cars.
Think about it - the reason is bikes are vulnerable and may wobble/hit a bump/etc. So you leave room in case of that, because otherwise the rider might get squished and die which is bad. In the other situation, cars are much less likely to be moved off their course by a small pothole etc, and the driver is at pretty much zero risk in a collision with a cyclist.
You could argue the cyclist might want to pull out more for their own sake in event of a collision, but I guess that's his lookout..
