I decided I wanted to try fixed with drops and modern brake levers. I bought some tektros and cheap bars. The bars, however, don't make a full half circle. Is it correct* that I should make the top flat and horizontal including up the brake levers? Even if it means the ends of the bars angled a bit toward the ground?
Like this I mean:
Rather than making the bottoms horizontal to the ground.

I think I can answer that. :) To be honest if it hadn't been for one or two other niggles I had with the classic shaped drops I would've been happy to live with this set up, but it is a little bit of a compromise. On the one hand, the hoods were still a small drop from the tops rather than completely flat transition, which meant a little more pressure on the base of the hands than I would've liked when resting on the hoods, and on the other hand the drops were a little further from the horizontal than ideal.
Whether it's correct or not is down to personal preference (comfort / aesthetics), but swapping to compact drops suited me better all round.

I am thinking about getting a Pelizzoli Leggenda for3 frame with carbon forks. Not sure whether to go for an integrated headset vs the convential caps. As far as I understand the integrated headset looks neater, but is not favourable due to durability? I would appreciate some advice on this matter?

^^Yeah, that was pre-swap. Those there are Cinelli Campione Del Mondo, which I recently swapped to Nitto M106 compact:
(To be ultra niggly, after I took this pic I had a test ride and subsequently rotated the bars back very marginally, such that the bar ends are parallel with the head tube, and the hoods are just a tad closer to horizontal.)

Ah thanks PhilPub I will probably make the switch to compact drops too at some point but will likely live with a similar setup for a bit because of general poverty.

Powercordz upgrade for my TT bike? What are the pros and cons? I've heard a few people on here mentioning that they like them but will I notice the difference? Are they worth the cost?

Actual powercordz, or their housing? If it's the housing, I don't think you'd notice a huge difference. They're certainly nicer, but I don't think I'd pay full price for them.

Can you use the housing with normal steel cables? If so I hadn't realised so I was thinking for the whole system (brakes and gears).
Power cordz is probably a bit of a whim because I guess I'm unlikely to really need most of the stated benefits of the cabling. What I think I'm really after is segmented housing which (I hope) will enable slightly tidier cable routing especially around any tight bends caused by me lowering my base bar.

Good luck finding 9/16"×20tpi, and I wouldn't use helicoils for pedals anyway, the loads don't seem like they'd suit something bendy.
I've had a heli-coil in one of the cranks on my Tri-Cross for over two years now after I over-tightened a pedal and stripped the thread. Like you I was a bit dubious when the mechanic suggested it, but it's worked like a charm and taken a pounding, or as close to a pounding as I am capable of administering.
